Workstreams

The SRR Team has identified a set of opportunities that align with OSU’s mission, values and Prosperity Widely Shared called workstreams.  

Each workstream represents a broader theme, where OSU we may be able to strengthen impact, improve sustainability, and better support students, employees, and communities.  

During Phase II, we’re exploring the feasibility and impact of each; those listed here do not represent the final direction. Each of these workstreams will benefit from the knowledge and perspectives of the OSU community.  

They are led by Workstream Sponsors, who oversee overall workstream progress from ideation through implementation, and Workstream Leads, who oversee overall workstream activities day-to-day.  

Structured opportunities to engage will be announced in the coming weeks. In the meantime, questions and input can be submitted to the SRR team.

Workstreams

On-campus: Enrollment, Marketing and Financial Aid  

This workstream focuses on growing on-campus enrollment by strengthening how OSU recruits, engages, and supports prospective students. Efforts may include improving early lead development and follow-up, expanding targeted recruitment in priority markets, and ensuring affordability and equitable access for learners from Oregon and beyond.

Ecampus: Enrollment, Marketing, and Financial Aid  

This workstream focuses on accelerating Ecampus enrollment growth by strengthening marketing investment, improving the student experience from inquiry through application, to admitted and enrolled, and building the infrastructure needed to better reach and serve online learners.

Academic Program Growth 

This workstream explores ways to grow and evolve academic programs to better reflect student interest, workforce needs and OSU’s distinctive strengths. It includes assessing opportunities to expand existing programs, introducing new offerings and improving alignment between enrollment demand and instructional capacity.

Student Retention and Completion 

This workstream examines ways to help more students persist and graduate by strengthening academic and support experiences across the student journey. Opportunities may include improved coordination of advising, targeted academic support and enhanced use of data to identify and address barriers to student success.

ShapeResearch and Innovation 

This workstream centers on accelerating research growth and impact by strengthening research infrastructure, partnerships and commercialization. It includes opportunities to diversify research funding, improve cost recovery, enhance industry engagement and better support faculty and research teams.

OSU‑Cascades 

This workstream explores opportunities to grow OSU‑Cascades as a driver of access, regional prosperity and innovation in Central Oregon. Focus areas include enrollment growth, retention and completion, auxiliary operations, and alignment of capital investments with campus growth and community needs.

External Spend 

This workstream examines how OSU can optimize external spending for goods and services through stronger procurement practices, vendor consolidation, contract renegotiations, and improved demand management. Opportunities may include better use of contracts, purchasing policies and practices and better visibility into institutional spending.

Capital Excellence 

This workstream focuses on aligning capital planning and project execution with OSU’s strategic priorities. It includes opportunities to improve project prioritization, reduce costs, better utilize existing spaces and ensure capital investments support long‑term institutional resilience.

Instructional Capacity 

This workstream focuses on ensuring instructional resources are deployed efficiently and effectively to support student success and institutional priorities. Opportunities may include improving course scheduling, optimizing section capacity and strengthening collaboration across colleges and campuses.

Administrative Optimization 

This workstream explores opportunities to streamline administrative structures and processes across the university. The aim is to improve service delivery, reduce duplication, modernize systems and ensure resources are focused on mission‑critical activities.

Auxiliaries 

This workstream examines opportunities to improve the effectiveness and long‑term sustainability of self‑supporting services such as housing, dining and parking. The goal is to enhance the student and campus experience while ensuring auxiliary operations are financially resilient and aligned with institutional priorities.
